DACH agencies and consulting firms that need engineering capacity in 2026 tend to arrive at the same shortlist: KWAN, Ciklum, N-iX, intive, Hays, Toptal and Deel. The seven names circulate together in RFPs, in procurement conversations and in every “best nearshore IT partner” list published this year.
The difficulty is that they are not the same kind of company. One sells staff augmentation, another sells product delivery, another sells recruitment, another sells payroll. Ranking them by quality produces a number. Sorting them by commercial model produces a decision.

About this article. This comparison was written by KWAN, a Portugal-based IT staff augmentation company. KWAN is one of the seven providers described below. A DACH agency that already owns its product and delivery process, and needs senior engineers working inside an existing team, is choosing between four providers here: KWAN, Ciklum, N-iX and intive. The other three solve different problems. Hays is broad recruitment across functions, Toptal is individual freelance specialists, and Deel is legal employment for someone already chosen. This comparison was written by KWAN, one of the four.
If you already own the product, the roadmap and the delivery process, and you need senior engineers to join an existing team, you are buying staff augmentation. KWAN is built specifically for this: Portugal-based engineers, technical validation by internal engineers, a dedicated People Experience Partner per consultant, and ISO/IEC 27001 and ISO/IEC 27701 certification. That is our own model and we are describing it as its vendor.
If you want to hand over a specification and hold a supplier accountable for delivering the finished product, you are buying product engineering. Ciklum, N-iX and intive are structured for that, and N-iX and intive also offer staff augmentation alongside it.
If your problem is not engineering sourcing at all — you need broad recruitment across functions (Hays), one freelance specialist for a defined scope (Toptal), or a legal employment vehicle for someone you have already chosen (Deel) — none of the four engineering providers is the right purchase, including us.
These four compete for overlapping work and can reasonably be compared with each other.

KWAN is a Portuguese IT staffing and team augmentation specialist. How the model works. KWAN professionals join and operate inside the client’s existing organisation, adapting to its technical environment, tools and engineering standards, delivery cadence, team rituals, governance and product context. The client retains ownership of the product and delivery decisions. KWAN handles sourcing, technical validation, onboarding, administration and consultant continuity.
This is a narrower proposition than an outsourcing company that takes responsibility for delivering a separate software project, and a broader one than a freelance marketplace or an Employer of Record platform.
Five things that define the model:
1. A single talent market. KWAN sources engineering talent in Portugal. Portugal operates one hour behind Germany, Austria and Switzerland, which allows full working-day overlap. The point is less the time zone than the consistency: one principal talent market and one operating environment, rather than the same engagement distributed across several countries.
2. Technical validation rather than CV matching. KWAN’s technical assessments are conducted by internal technical professionals, to validate engineering capability against the client’s technical and team context rather than relying on recruitment-led CV screening.
3. Three distinct delivery dates, stated separately. This is where most staffing conversations get muddled, so we separate them:
4. A dedicated People Experience Partner. Every KWAN consultant has a named People Experience Partner who remains involved beyond recruitment and onboarding, responsible for alignment, engagement, feedback and long-term development, with the explicit aim of identifying burnout, stagnation or disengagement before they become delivery problems. In a conventional placement model the supplier’s involvement often drops sharply once the engineer starts. The practical objective is to reduce avoidable team resets and protect knowledge continuity.
5. ISO/IEC 27001 and ISO/IEC 27701. KWAN is certified for ISO/IEC 27001 (information security management) and ISO/IEC 27701 (privacy information management), with a scope covering contracts, talent management and the IT outsourcing of consultants.
These certifications are not unique in this market, and we are not claiming they are. Several providers listed here and elsewhere hold comparable credentials. As with any provider, including us, confirm the certificate scope, contracting entity, data-processing arrangements and subprocessors during procurement.
Choose KWAN when you own the product, roadmap and delivery process; you need engineers to join an existing internal or client team; you want one senior specialist or a complete squad; technical fit matters more than CV volume; team continuity is material to the engagement; and you want nearshore collaboration inside EU jurisdiction without a significant time-zone gap.
Choose someone else when you want to hand over a complete specification and make the supplier fully accountable for delivering a finished product under an independent project structure. For that, a product engineering company such as Ciklum, N-iX or intive fits the commercial model better than we do.

Consider Ciklum when you want a product and experience engineering partner rather than primarily additional capacity in your own team, and you want a broader international delivery footprint.
Context worth knowing: Ciklum has substantial delivery presence in Ukraine. That is not a negative, it is a large and deep engineering market, but continuity planning is a fair procurement question.
N-iX is a global software engineering company. Its own site states 2,400+ engineers across Europe, the Americas and APAC, in 10 countries, with 90+ enterprise clients.
It publishes three cooperation models:
Compliance. N-iX publishes the broadest security and compliance portfolio among the providers here. Publicly confirmed as of August 2026: ISO 27001 (renewed for 2026), ISO 9001 (maintained after its 2026 audit), SOC 2 Type 2, PCI DSS 4.0.1 (renewed 2025), Hellios FSQS (renewed 2026), and GDPR compliance. Its SOC 2 Type 2 audit evaluates internal controls related to security, availability, confidentiality and privacy in software development services.
We could not find public confirmation of ISO/IEC 27701 or a CyberGRX assessment for N-iX. Absence of public evidence is not evidence of absence, so ask N-iX if either matters to you.
Consider N-iX when the programme requires significant scale; your procurement questionnaire includes sector-specific compliance requirements; you need a combination of staff augmentation, managed delivery and custom development; or you need a broad international talent footprint.
Context worth knowing: N-iX also has significant Ukraine delivery exposure.
intive is a custom software and digital product engineering company. Its own site states 1,700+ employees across 21 locations in 14 countries, with a portfolio spanning AI and data, cloud engineering, design, embedded software, web and mobile, and quality assurance.
Its automotive practice covers ADAS; body, comfort and connectivity including AUTOSAR-compliant development and embedded security; cloud and backend for connected-car services; e-powertrain; and HMI and infotainment. Its published client list includes BMW, Volkswagen and Porsche.
intive has been a MidEuropa portfolio company since February 2019. Public sources differ on its headquarters: MidEuropa’s portfolio page indicates Poland; the German commercial register and 2022 press coverage point to Munich.
Consider intive when you need a custom product or digital solution; automotive or embedded engineering experience is important; or a product-engineering relationship fits better than team augmentation.
These three are not substitutes for a nearshore engineering team and we do not rank them against the four above. They solve different problems, and for those problems they are often the correct purchase.
Hays is a global recruitment and workforce-services group with substantial DACH operations. Its own published figures (Stand: Oktober 2025) are 22 locations in Germany, 3 in Austria, 3 in Switzerland, and 28 across its wider DACH-DK region — note that this region includes Denmark. The same page states a pool of 501,000 specialists.
In its FY2025 results (financial year ended 30 June 2025), Hays reported that group net fees were generated 62% from Temp & Contracting and 38% from Permanent placement markets, on group net fees of £972.4m.
Consider Hays when local offices in Germany, Austria or Switzerland are essential; you need recruitment across multiple functions rather than engineering alone; you are running a large contingent workforce or managed recruitment programme; or permanent recruitment is part of the requirement.
Toptal operates a global network of freelance technology, design and business professionals. Its own site states that of the thousands of applications it sees each month, typically fewer than 3% are accepted, and that the full screening process takes 3–8 weeks. It describes flexible engagements from hourly to full-time, and states that each engagement starts with a trial period of up to two weeks.
On data processing: Toptal’s privacy policy, last updated 1 February 2024, states in its “EU and UK Individuals” section that “your Personal Data will be transmitted to servers in the United States as necessary to provide you with the Services.” European buyers should assess the current applicable data-processing terms against their own requirements, and note that the policy has not been updated in over two years at the time of writing.
Consider Toptal when you need one senior freelance expert; the scope is clearly defined; flexible hourly or part-time work matters; or access to a global network is more valuable than a single-country delivery model.
Deel is a global people, payroll and compliance platform. Its Employer of Record service legally employs and pays workers on behalf of a client, allowing international hiring without first establishing a local entity. The EOR typically handles employment contracts, payroll, tax withholding, statutory contributions, benefits and local employment compliance.
Deel’s security page publishes SOC 1, SOC 2, SOC 3, ISO 27001 and GDPR documentation. We did not find ISO/IEC 27701 published there; ask Deel if it matters to you.
Deel and an engineering staffing partner answer different questions. An EOR answers “how do we legally employ and pay this person in a country where we have no entity?” It does not perform technical sourcing, engineering assessment or team design. It is most useful once you have already identified the professional you want.
Context worth knowing: litigation between Deel and Rippling concerning alleged corporate espionage has been widely reported through 2026. This has no bearing on the mechanics of the EOR product, but it is public and material context for a procurement decision.
Consider Deel when you have already found the professional; your principal problem is legal employment or international payroll; you do not need a partner to source or technically validate the engineer; and you have internal capability to manage performance, engagement and retention.
This is the part of the article we would keep if we could keep only one part. Ask all eight of every provider, including us.
1. What exactly are we buying? Establish whether the contract covers individual engineers, a dedicated team, a supplier-managed team, a defined project, a completed software product, or employment and payroll only. Do not assume that “nearshore”, “outsourcing”, “team augmentation” and “managed delivery” describe the same commercial model. They do not.
2. Who manages delivery? In staff augmentation, the client usually manages priorities, tasks and day-to-day engineering delivery. In a managed-team or custom-development model, the supplier should assume a greater share of delivery responsibility. The contract must reflect the model you believe you are buying.
3. How are engineers assessed? Who performs the technical assessment? What stages are included? Is it adapted to the role? Are communication and team context evaluated? How many candidates are normally presented? What does “vetted” actually mean here?
4. Which date are you quoting? Distinguish time to first CV, time to a technically vetted shortlist, time to client selection, time to contract, and time until the engineer starts. A single “time to hire” number hides several stages and is the most common source of misaligned expectations in this market.
5. What happens after the engineer starts? Who is accountable for onboarding, regular feedback, motivation, career alignment, performance concerns, early signs of disengagement, replacement planning and knowledge continuity?
6. Which certifications apply to the service? Request the current certificates and verify the legal entity, the certification body, the certificate number, the scope, the expiry date, and whether the service you are buying is inside that scope. A certification logo on a website is not procurement evidence, including ours.
7. Where is data processed? Ask for the contracting entity, controller and processors, subprocessors, hosting locations, countries where data may be accessed, international transfer mechanisms and the applicable data-processing agreement. EU incorporation and GDPR compliance do not automatically mean every processing activity stays inside the EEA.
8. How is continuity managed? Ask for average engagement duration, the continuity methodology, replacement terms, notice periods, knowledge-transfer procedures, a named person responsible for consultant engagement, and client references for long-running teams.
Staff augmentation adds professionals to an existing team; the client normally retains control over priorities, technical decisions and delivery management. Software outsourcing transfers responsibility for a defined scope or product to a provider, which normally manages its own team and delivery process. KWAN is built for the first. Ciklum, N-iX and intive offer options where the supplier may assume more delivery responsibility.
Portugal is one hour behind Germany, Austria and Switzerland, giving full working-day overlap. For DACH organisations this supports real-time collaboration, daily ceremonies and direct access to engineers without the communication delay of more distant destinations. It is also inside EU jurisdiction, which simplifies data-processing and employment questions relative to non-EU delivery locations.
Three separate dates: vetted profiles in under 5 days; the recruitment process closing in around 3 weeks from brief to signed offer; and a first working day that depends on the individual. Available consultants start almost immediately, employed consultants serve their notice period.

Yes. Individual professionals as well as full squads that integrate into the client’s tools, processes, culture and delivery structure. The division of delivery responsibility should be agreed contractually based on whether the engagement is staff augmentation, team augmentation or a dedicated-team arrangement.
Not for the same requirement. Deel’s EOR employs and pays a professional on behalf of the client. KWAN sources, technically validates and supports engineering professionals and teams. Deel is relevant once the person is selected; KWAN is relevant when the challenge is finding, integrating and retaining the right engineering capability. Some companies use both.
For an individual freelance specialist on a short or highly specific requirement, potentially yes. For a long-term embedded professional or a complete team, the models differ: Toptal is a freelance marketplace, KWAN is an employment-backed staffing and team-augmentation provider.
Based on what each company publishes as of August 2026, N-iX publishes the broadest set of security and industry-specific credentials among the providers described here. KWAN publishes ISO/IEC 27001 and ISO/IEC 27701. A longer certification list is only valuable when the relevant certificates cover the legal entity and the specific service you are buying, which is why question 6 above matters more than the length of any list.
We are not a neutral author and we will not pretend the conclusion is neutral. KWAN is not the largest company described here, does not operate the most delivery centres, does not offer the widest range of outsourced product services and does not publish the longest list of certifications. Those are real trade-offs, and for several requirements on this page another provider is the better purchase.
